The author was born in Porto, in 1774, leaving for Brazil at the age of eight, only returning to Portugal in 1823 after the proclamation of independence in Bahia. Defender of liberal ideals, he wrote the periodical O Velho Liberal do Douro in two series, the first included here contains 54 issues, and was preceded by two leaflets and a prologue.
